System-UrbanaThe System Office seeks a Contract Specialist to
assist, support and coordinate the review of capital project
delivery related documents, policies, procedures and project
management systems used throughout the University of Illinois
System. This position will be hybrid.The University of Illinois is

include:Research, conceptualize, define and communicate ideas and
issues concerning construction policies, procedures, measures, and
protocol and bring them to resolution.Assist in posting bidding,
contracts and other supporting information to the Illinois
Procurement Bulletin.Collaborate with University Office of Capital
Programs (UOCP) staff to establish and maintain benchmark goals for
analyzing performance of capital projects including quality,
financial, and schedule success.Assist in the coordination of
language, content, and maintenance of University-wide capital
professional services agreements, construction agreements, bid
documents and supporting documents, and the Contract Document
System.Support review of contract documents and supporting
documentation submitted to UOCP through the Contract Document
System and other communication methods.Review Financial Disclosure
and Statutory Certifications documents prior to sending to the
State Authorities for approval.Utilize and provide input to the
uniform application of project and financial management systems as
it applies to the technical aspects and project delivery process of
capital projects; recommend technical andproject delivery process
changes and/or upgrades to the project and financial management
systems.Assist with strategic planning and implementation of
computer technology within the University Office of Capital
Programs and Utility Services.Assist in the coordination and
tracking of the auxiliary facilities system repair and replacement
program projects.Assist in the coordination and tracking of the
energy performance contracting program projects.Monitor university
usage and prepare status reports on various capital construction
activity including, but not limited to liquidated damage,
certifications and financial disclosures and conflicts of
interest.Participate in the development of programs, office
objectives, and long-range planning.Assist in the development of
policies, procedures, processes, etc. relating to capital in order
to address issues or requests from administration, campuses or
state government.Assist with development and implementation of
systems and document training for the university users.Other duties
as assigned.Qualifications:Education:Required: Bachelor's degree in
business administration, management, or a field related to the
position.Experience:Required: Three (3) years of professional
business, financial and/or managerial work experience in public
administration or contract administration.Preferred: Professional
experience in University or other public sector planning, capital
project management, and budgeting.Knowledge, skills and
abilities:Ability to review, analyze, and interpret professional
and technical procedures, and/or governmental
regulations.Demonstrated writing skills to prepare reports,
business correspondence, procedure manuals, and other documents
that provide complex, detailed information in a format that is
clear and user friendly.Ability to exercise judgement and
discretion in developing, implementing and interpreting
departmental policies and procedures.Ability to develop and
maintain cooperative working relationships with university
contacts.Organizational skills necessary for balancing demands of
multiple projects simultaneously.Ability to work independently and
exercise sound judgment when making decisions.Proven analytical and
problem-solving skills.Demonstrated proficiency working in a
complex environment.Proficiency in Microsoft Office Suite and Adobe
Acrobat.Knowledge of University of Illinois software
applications.Knowledge of the principles and practices of public
and business administration.Ability to analyze administrative
problems and exercise authority over an effective course of
action.Ability to develop, install and evaluate new and revised
methods, procedures and performance standards.Familiarity with
public higher education in Illinois.SALARY AND APPOINTMENT
INFORMATIONThis is a full-time Civil Service Business
Administrative Associate position appointed on a 12 month service
basis. The expected start date is as soon as possible after July
06, 2022. Salary is commensurate with experience.TO
